ThePublic Child Welfare Concentration Certificate prepares students forparaprofessional positions in the public child welfare system and non-profitsocial services agencies. Graduates will be prepared to work as entry-levelemployees in a variety of settings including family, child and service agenciessuch as group homes, foster family agencies, adoption agencies, shelters underthe direct supervision of social workers and other human servicesprofessionals. This certificate also provides a foundation for continuinghigher education towards a Bachelor degree in social work, human services, andcounseling practices related to child welfare.

Program Goal

Purpose: The goal of the ChildWelfare Concentration Certificate at Napa Valley College is to provide education and training for individuals pursuing entry level work in public child welfare, foster care, or group homes. Students will be prepared to supportclients with trauma in human services settings. The certificate can augment knowledge for students in the field and/or provide knowledge for entry levelhuman services position. This certificate also provides a foundation forcontinuing higher education towards a bachelor’s degree in social work, human services and counseling practices.

Program Requirements Narrative

The Child Welfare ConcentrationCertificate at Napa Valley College will provide education and training forindividuals pursuing entry level work in public child welfare, foster care, orgroup homes. Students will gain knowledge of human service delivery systems;helping skills, case management, public child welfare, trauma informedtreatments, and will have field experiences in a human service agency.

This certificate program fits within the Human Services and Addiction Program and is a career technical education program to support future and incumbent human services professionals. The proposed Public Child Welfare Certificate is aligned with the goals andmission of Napa Valley College to (prepare) students for the workforce and its demand for Human Service workers with specialty in child welfare. This certificate program is responsive legislative intent to offer more services, thereby necessitating an increase in workforce with specialized training. These bills include AB819 Continuum of Care Reform increasing family home resources,intensive services for foster care children, AB1061 requires an increase inplacement

The department currently offers enough sections of all courses to meet the anticipated enrollments and applications for this certificate. The department does not anticipate a large increase in enrollments because of this new/modified certificate; however, it will better serve the needs and interests of the current student population at NVC. This certificate will be housed in the Human Services Department, a part of the Division of Counseling Division at NVC.
