Program Requirements Narrative

Trauma is ubiquitous. The Trauma-Informed Care Concentration Certificate at Napa Valley College will provide education. in the causes of trauma, how trauma affects individuals throughout the lifespan, and the different treatment options used by human services/social workers, and counselors. Students will be prepared to support clients affected by trauma in human services settings.

This certificate program fits within the Human Services and Addiction Program and is a career technical education program to support future and incumbent human services professionals. The proposed Trauma-Informed Care Concentration Certificate is aligned with the goals and mission of Napa Valley College to (prepare) students for the workforce and its demand for Human Service workers with knowledge of trauma and trauma-informed care. This certificate program is responsive legislative intent to offer more services, thereby necessitating an increase in workforce with specialized training. These bills include S.2086 Resilience Investment, Support, and Expansion from Trauma Act or the RISE from Trauma Act. This bill establishes and extends various programs to support infants, children, youth, and families who have experienced, or may experience, trauma. bill allows federal agencies to use specified discretionary funds to implement pilot projects to improve outcomes for children experiencing trauma. It also requires the Department of Health and Human Services to provide tool kits and other guidance to train frontline service providers and certain community members about trauma, toxic stress, and resilience. This bill also established multi-sector demonstration projects to prevent and mitigate trauma and toxic stress; interventions to improve outcomes for hospital patients who experience drug overdoses, suicide attempts, or violent injury; and clinical training in infant and early childhood mental health. Senate Bill (SB) 542 allows firefighters and public safety officers suffering from PTSD to receive treatment. SB 1003 will require The State Department and Public Health to establish Trauma-Informed Care Training Certificate Programs. This bill was signed on 6/26/22. The enactment of these bills creates employment opportunities for workers with specialized training. Napa Valley College has adjunct faculty who can teach in this program. AB819 Continuum of Care Reform increasing family home resources, intensive services for foster care children, AB1061 requires an increase in placement preservation strategies, SB 436 increase ability of family resource centers to create more opportunities for child abuse services, SB 394 increase in pre-trial diversion services for primary care givers who are minors.
