This program will prepare students for entry-level careers working with older adults. Students who complete the four courses and receive the Care of the Elderly for the Health Assistant Certificate of Achievement may qualify for entry into high demand occupations such as Certified Nurse Assistant (CNA), Home Health Aide (HHA), Caregiver, Resident Care Provider and In-Home Supportive Services care provider.

The Care of the Elderly for the Health Assistant Certificate of Achievement addresses a labor market demand and knowledge gap in the community regarding care of the elderly. This program is consistent with the mission of the college by training students for entry into high demand occupations. This certificate would put care provider applicants at a hiring advantage over workers without training in this area.
The program combines the CNA/Health Assistant program with specialized courses in elderly care.

San Diego Mesa College supports this new program as there are supply gaps in this area in Imperial County. While the wages are low, this is an entry level position that meets an industry need and serves as a stepping stone for further education and higher wages.

MiraCosta recommends approval given the supply gap. This is similar to child development programs that have supply gaps, but, low wages. Until recently those programs were impacted. That has tapered off, but, this is a new program that has potential to fill employment gaps.

Imperial Valley college submitted the appropriate LMI from the COE. The COE recommends proceeding with caution when developing a program because 1) entry-level and median earnings for “Home Health and Personal Care Aides” are below the living wage; but 2) a large supply gap exists for these positions.
